Below is a pdf of a declassified report on research the US Army did around 1997 into the use of Radio Frequency waves as bio-weapon to be use on enemy troops and installations, embassies and other facilities, to disable but not kill or permanently damage humans.  As you will read in the report, researchers warn that even small variations in RF waves can result in permanent organ damage and even in death.
